During a stakeout, an old apartment building catches fire. An investigation begins, leading to a deadly arsonist, and a dangerous hostage situation involving a wounded Kermit.

When a stranger arrives at the precinct, it sets off a chain of events that brings suspicion in Frank and Peter, and a deep hatred for the visitor from Paul.
